The City Government of Bacoor has officially requested immediate national intervention and funding support for the comprehensive Bacoor Drainage Plan and the urgent dredging of critical dams and rivers in the city.
In an official letter submitted to Malacaรฑang, Mayor Strike Revilla emphasized the urgent need to address worsening flooding in Bacoor caused by severely clogged waterways and outdated drainage infrastructure.
Revilla further urged the national government to fund the implementation of the Bacoor Drainage Planโwhether through foreign-assisted programs such as the Japan International Cooperation Agency (JICA) or the National Disaster Risk Reduction and Management Fund (NDRRMF); or through direct intervention by the Department of Public Works and Highways (DPWH), National Irrigation Administration (NIA), and Department of Environment and Natural Resources (DENR) for large-scale dredging and the legal transfer of Molino 3 and 4 Dams.
The call also includes immediate desilting of rivers and canals, especially in flood-prone barangays prone to flooding identified by the City Engineering Office.
The Bacoor Drainage Plan is based on two main strategies: the JICA Master Plan (2022), developed with assistance from JICA, and a supplementary plan from the DPWH, including the Draft Final Master Plan Report from Certeza Infosys Corporation and an additional feasibility study for the Bacoor River Improvement Project. The Sangguniang Panlungsod of Bacoor provisionally approved these plans through City Resolution No. 2025-643, aligned with the Writ of Continuing Mandamus from the Supreme Court in MMDA v. Concerned Residents of Manila Bay (G.R. Nos. 171947โ48), acknowledging Bacoorโs vital role in the Manila Bay watershed.
The city expressed its readiness to implement and take responsibility for any assistance provided by the national government, in close coordination with relevant agencies.
